Spain declares that the European Charter of Local Self-Government shall apply to the whole national territory as far as the authorities regulated by the Spanish law on local authorities and foreseen in Articles 140 and 141 of the Constitution are concerned.

The Kingdom of Spain does not consider itself bound by paragraph 2 of Article 3 of the Charter to the extent that the system of direct suffrage foreseen therein should be implemented in all local authorities falling within the scope of the Charter.

Sweden:
Declaration contained in the instrument of ratification, deposited on 29 August 1989 - Or. Engl.
Sweden intends to confine the scope of the Charter to the following local and regional authorities in accordance with the provisions of Article 13: municipalities (Kommuner), county councils (Landstingskommuner).

Switzerland:
Declaration contained in the instrument of ratification deposited on 17 February 2005 - Or. Fr.
In accordance with Article 12, paragraph 2, of the Charter, Switzerland declares that it undertakes to consider itself bound by the following paragraphs:

- Article 3, paragraphs 1 and 2;
- Article 4, paragraphs 1, 2, 3, 5 and 6;
- Article 5;
- Article 6, paragraph 1;
- Article 7, paragraphs 1 and 3;
- Article 8, paragraphs 1 and 3;
- Article 9, paragraphs 1, 2, 3, 4, 6 and 8;
- Article 10, paragraphs 1, 2 and 3;
- Article 11.

Pursuant to its Article 13, the Charter shall apply in Switzerland to the political communes ("Einwohnergemeinde"/comuni politici").

Turkey:
Declaration contained in a letter from the Charge d'affaires a.i., dated 9 December 1992, handed over to the Secretary General at the time of deposit of the instrument of ratification, on 9 December 1992 - Or. Engl.
In accordance with Article 12, paragraph 2 of the Charter, the Republic of Turkey declares to consider herself bound by the following Articles and paragraphs:

United Kingdom:
Declaration contained in a letter from the Secretary of State for Foreign and Commonwealth Affairs, dated 14 April 1998, handed to the Secretary General at the time of deposit of the instrument of ratification, on 24 April 1998 - Or. Engl.
In accordance with Article 12 of the Charter, the United Kingdom considers itself bound by all the paragraphs of Part 1 of the Charter.
