2. The Parties will take measures in order to set a practice of regular consultations and exchange of information.
Consultations between Ministers of Foreign Affairs or their representatives, including the level of ambassadors, will be held not less than once a year. In case of necessity consultations can be arranged within the framework of international organizations and forums.
3. The subject of consultations will be:
- main international problems, especially the issues of strengthening world peace and security, combating terrorism;
- matters connected with the activities of the UN Organization, the Non-Aligned Movement, the African Union and other regional organizations;
- matters of bilateral cooperation in political, economic, trade, scientific and technical, cultural and other fields implemented at governmental level as well as through other channels;
- any other issues on which the Parties would like to exchange opinions.
4. The Parties will also make arrangements for the introduction to the practice of their diplomatic representations of systematic exchange of information on the issues of mutual concern.
5. The Parties will promote development of ties between other State institutions and different national structures involved in international relations.
6. This Protocol is not a treaty and it does not create for its Parties any rights and obligations regulated by international law.
