2. The information provided shall not exceed the scope defined in Convention on Nuclear Safety and Convention on Early Notification of a Nuclear Accident. The scope of information to be exchanged shall be defined jointly by the Competent Authorities of the Parties.

Article 4

Limits in information exchange

1. Information provided pursuant to Article 3 of this Agreement shall not be transmitted to the third Party and shall not be used for commercial or any other purposes not related to the scope of this Agreement, unless the Parties otherwise agree.
2. Under the Agreement information that constitutes the State secret of the Russian Federation or the state secret of the Republic of Turkey shall not be exchanged.

Article 5

Competent authorities

1. The following Competent Authorities are designated to implement this Agreement:
- for the Russian Federation: the State Atomic Energy Corporation "Rosatom";
- for the Republic of Turkey: the Turkish Atomic Energy Authority (TAEK).
2. The Parties inform each other in case of change of their Competent Authorities.
3. The Competent Authorities shall together develop practical steps to implement the obligations subsequent to this Agreement.

Article 6

Settlement of disputes

Any disputes on the interpretation or application of this Agreement shall be resolved by negotiations between the Parties.

Article 7

Correlation with other international agreements

This Agreement shall not affect the rights and the obligations of the Parties subsequent from other international agreements to which the States are the Parties.

Article 8

Amendments

This Agreement may be amended with the mutual consent of the Parties. Such amendments shall enter into force in accordance with the procedure foreseen for the entry into force of this Agreement.

Article 9

Entry into force and duration

1. The Agreement shall enter into force on the date of the written notification by the Parties on the completion of internal State procedures required by their national legislation.
2. This Agreement is concluded for an unlimited period of time and remains in force until one of the Parties informs the other Party in the written form through the diplomatic channels of the intention to terminate this Agreement. This Agreement shall be terminated twelve months following the date of written notification of one Party to the other Party on its intention of denunciation in case it does not state the later date of this Agreement termination.

Done at Ankara, on sixth day of August, 2009, in duplicate, each in Russian, Turkish, and English, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
