JOINT STATEMENT
BETWEEN THE STATE ATOMIC ENERGY CORPORATION "ROSATOM"
AND THE MINISTRY OF ECONOMY, TRADE AND INDUSTRY OF JAPAN
ON COOPERATION IN THE PEACEFUL USES OF NUCLEAR ENERGY

(Tokyo, 12.V.2009)

The State Atomic Energy Corporation "Rosatom" and the Ministry of Economy, Trade and Industry of Japan,
sharing the same vision of the essential and important role of nuclear energy for prosperity and sustainable growth in the 21st century as one of the key components in their energy mix, providing a source of safe, stable and non-CO2 emitting energy,
confirming the growing importance of ensuring nuclear non-proliferation, safeguards, safety and security while recognizing the renewed global interest in nuclear energy,
stressing the importance of various initiatives for assurance of nuclear fuel supply to meet increasing demand for nuclear energy and to strengthen the nuclear non-proliferation regime,
sharing the view that the nuclear related industries in both countries strengthening their cooperative relationship can pursue for their mutual benefit either in Russia, Japan or third countries,
welcoming the signing of the Agreement between the Government of the Russian Federation and the Government of Japan for Cooperation in the Peaceful Uses of Nuclear Energy,
jointly decided to:
1. Facilitate bilateral cooperation between the nuclear related industries of the two countries in such areas as uranium mining, nuclear fuel cycle and nuclear power plant construction in accordance with the above-mentioned Agreement after it comes into force, while seeking mutual benefit and also contributing to the enhancement of global energy security and the mitigation of global climate change.
2. Encourage other countries considering introduction of nuclear energy to include nuclear energy in their energy mixes in a manner ensuring nuclear non-proliferation, safeguards, safety and security and assist those countries in putting into place the legal, administrative and other necessary infrastructure.
3. Make contributions to and participate in the international discussions on the assurance of nuclear fuel supply.
4. Have a regular dialogue and exchange view based on mutual understanding of their respective nuclear energy policies to further promote the cooperative partnership between the State Atomic Energy Corporation "Rosatom" and the Ministry of Economy, Trade and Industry.
