If the diplomatic bag is carried into the territory of the Russian Federation by diplomatic courier, the courier must be a member of the Interests Section. The Swiss Confederation shall bear no responsibility nor be held liable in any way for the content of such transmissions. This responsibility and liability will remain with Georgia.
10. In accordance with the Vienna Convention on Diplomatic Relations (18 April 1961), the members of the Interests Section shall include the members of the diplomatic staff and of the administrative/technical staff sent by Georgia as well as members of the administrative/technical staff and of the service staff employed locally, including, inter alia, residents of the Russian Federation. Accreditation of the members of the Interests Section will be dealt with by the Ministry of Foreign Affairs of the Russian Federation upon request by the Embassy of Switzerland.
11. Georgia remains responsible for the fulfilment of all contractual and other legal obligations of the Interests Section as well as all legal obligations vis-a-vis the members of the Interests Section.
12. The members of the Interests Section of Georgian nationality, as well as their family members, shall be entitled to the privileges and immunities granted by the Vienna Convention on Diplomatic Relations (18 April 1961).
13. The names of the members of the diplomatic staff of the Interests Section shall appear on the Diplomatic List, apart from and after those of the members of the diplomatic staff of the Embassy of the Swiss Confederation.
14. The Head of the Interests Section shall rank in terms of the Protocol in diplomatic precedence after Charges d'affaires.
15. The Head of the Interests Section, as well as the members of the diplomatic staff and of the administrative/technical staff of the Interests Section sent by Georgia and the members of their families shall be entitled to hold, respectively, diplomatic or service passports of citizens of Georgia.
16. The Interests Section shall be entitled to a reasonable number of vehicles and other means of transport in relation to its needs and its staff. The vehicles and other means of transport shall be licensed in the series assigned to the vehicles of the Embassy of Switzerland and its members, upon request by the Embassy of Switzerland.
17. The members of the Interests Section shall have freedom to travel throughout the territory of the Russian Federation in accordance with Article 26 of the Vienna Convention on Diplomatic Relations (18 April 1961) and the established international practice commonly accepted for Embassy personnel.
18. The Swiss Confederation has no obligations and responsibilities pertaining to the protection of interests of Georgia and its citizens in the Russian Federation that go beyond the rights and obligations of the Vienna Convention on Diplomatic Relations (18 April 1961) and the Vienna Convention on Consular Relations (24 April 1963).
19. The Government of the Swiss Confederation shall not be held responsible for any violation of international law, custom and practice or the laws and regulations of the Russian Federation by any member of the Interests Section or by their family members.
20. The Parties consider the present Agreement as legally binding.
21. Disputes arising between the Parties shall be settled by diplomatic means. If a settlement cannot be reached in that way, the dispute shall be submitted to arbitration according to a procedure agreed between the Parties.
22. The present Agreement may be changed by mutual consent between the Parties. To be effective, changes must be in writing. The Swiss Confederation shall consult with the Russian Federation changes to the Agreement between the Swiss Federal Council and the Government of Georgia on the assumptio
