ATION AND THE NATIONAL COMMISSION FOR CULTURE
AND THE ARTS (NCCA) OF THE REPUBLIC OF THE PHILIPPINES

The Ministry of Culture of the Russian Federation and the National Commission for Culture and the Arts (NCCA) of the Republic of the Philippines, hereinafter referred to as "the Parties", in order to strengthen and develop cultural ties, friendship and mutual understanding between the two countries and its people, have agreed as follows:
1. The Parties shall promote the exchange of cinema events with participation of cinema delegations and facilitate mutual participation in international cinema festivals, held in the territory of both countries, in accordance with its regulations.
2. The Parties shall encourage the visits exchange of musical, dance or theatrical troupes or individual performers and consider the possibility to organize mutually the Days of Russian Culture at the Philippines in 2011 and the Days of Philippine Culture in Russia in 2012.
3. The Parties shall encourage cooperation in the field of fine arts as well as traditional and folk arts, including handicrafts, through the exchange of exhibitions and fairs.
4. The Parties shall develop cooperation in the field of museum and library studies, encouraging direct contacts between the respective experts and institutions of both countries.
5. The Parties shall assist in development of close ties and direct contacts between creative unions and cultural associations of both countries.
6. Financial conditions for implementation of the present Protocol, with exception of art exhibitions and fairs that are to be the subject of independent agreements, shall be regulated as follows: the Sending Party shall shoulder the traveling expenses for its delegations to and from (international flight expenses of official delegations and events' participants; luggage, equipment and property transfer; performers' fees, general insurance and individual health insurance; customs and airport fares in its territory). The Receiving Party shall shoulder the accommodation expenses for the members of official delegation and events' participants, namely: customs and airport fares in its territory; hotel, meals and transfer expenses, including luggage, equipment and property transfer; rental fees for concert halls and theatrical property; technical and labour support as well as informational support (posters, printed materials, TV and radio) and interpreter services.
7. The Parties shall provide appropriate security measures during exhibitions and fairs, including the security of property and exhibits at events' venues.
8. The present Protocol does not exclude any other events that may be organized by mutual agreement of both Parties.
9. If a dispute arises, caused by introduction of any amendments to the text of the Protocol before its expiration, it shall be resolved through consultations and talks between the concerned parties of both countries.
10. The Parties shall apply to their respective Foreign Ministries for issuance of free visas for the participants of cultural exchange and members of official delegations and working groups on the basis of reciprocity.
The present Protocol does not qualify as an international agreement and does not create obligations that are governed by the international law.
