ferred to in paragraph 1 of this Article shall enter into force on the same day as this Agreement.
Section VIII. FINAL PROVISIONS
Article 22
Annexes
Annexes 1 to 4 shall form an integral part of this Agreement.
Article 23
Entry into force, duration, suspension and termination
1) Subject to paragraph 2 of this Article, this Agreement shall enter into force on the first day of the second month following the date on which the Parties notify each other that the internal procedures required for its entry into force have been completed. If this date is before the date of the entry into force of the agreement between the Government of the Russian Federation and the Federal Council of the Swiss Confederation on the facilitation of the issuance of visas to the citizens of the Russian Federation and the Swiss Confederation, this Agreement shall only enter into force on the same date as the latter.
2) The obligations set out in Articles 3 and 5 of this Agreement shall become applicable 3 years after the date referred to in paragraph 1 of this Article. During that 3-year period, they shall only be applicable to stateless persons and nationals from third-countries with which the Russian Federation and the Swiss Confederation have concluded bilateral treaties or arrangements on readmission.
3) This Agreement is concluded for an unlimited period.
4) Each Party may suspend in whole or in part this Agreement for reasons of public order, protection of national security or protection of public health. The decision on suspension shall be notified to the other Party through diplomatic channels not later than 72 hours before its entry into force. The Party that has suspended the application of this Agreement shall immediately inform the other Party through diplomatic channels once the reasons for the suspension no longer apply.
5) Each Party may denounce this Agreement by officially notifying the other Party. This Agreement shall cease to be in force six months after the date of receipt of such notification.
Done at Bern on the 21 day of September in the year 2009 in duplicate each in the Russian, German and English languages, all texts being equally authentic. In case of divergence in the interpretation of this Agreement the English version shall be used.
