ill develop cooperation on the basis of reciprocity and in accordance with the legislation of both states as well as international agreements to which the Russian Federation and Egypt are Parties.
Article 2
The Parties will exchange working experience and information between archival institutions on areas of professional activities of their interest, as well as exchange archival specialists and delegations of archival services on the reciprocal basis. Terms of exchanges will be fixed extra by the Parties.
Article 3
The Parties by inquiry of other Party will exchange legislative and other legal documents on the organization of archives, as well as information about software products on automation recordkeeping and archives management and work with electronic documentation; exchange archival and research and methodical literature (results of research works, methodical recommendations, work regulations, materials of academic conference, seminars, etc.), research and information reference books, publications of documents.
Article 4
With the objective of replenishing their funds of national archives with documents containing information on Russian and Egyptian history, the Parties will provide each other with copies of archival documents. The copies would be exchanged on the basis of parity (or equality) or in accordance with current prices, as well as on agreed prices acceptable to the Parties.
Article 5
The Parties will jointly publish documents and organize document exhibitions on agreed themes.
Article 6
Each of the Parties will render assistance to the researchers of the other Party in their work in its state archives. For these purposes the researchers will have access to all research and reference material and documents on the selected topic of research in accordance with the legislation and regulations governing the national archives funds of both states.
Article 7
Cooperation in the frame work of this Memorandum will not interfere with other forms of possible contacts in the sphere of archival documentation implemented according to mutual agreement between the Parties.
Article 8
Amendments to this Memorandum can be made by mutual consent of the Parties.
Article 9
This Memorandum does not create rights and obligations regulated by International law.
Article 10
This Memorandum comes into force on the date of its signature and will continue to remain in force until one of the parties notifies its intention to terminate it in written form.
Concluded in Cairo on the 23rd of June 2009, in two originals, in Russian, English and Arabian languages. At the settlement of controversies of issue, the text of the Memorandum in English will be applied as the basic.
