Have agreed as follows:

Article 1

The Parties shall conduct cooperation in the field of environment protection through mutual respect of their national legislations, and the principle of equality and mutual benefits.

Article 2

To achieve the objectives of this Agreement, the Parties shall seek to promote bilateral cooperation between their institutions in the field of the environment protection defined by both Parties and to coordinate their positions concerning the environmental issues and shall cooperate to define the fields of cooperation and its forms between those institutions.
The funding mechanism for any future activity shall be defined through negotiations between the two Parties.

Article 3

The Parties shall strengthen their cooperation in the following main environmental fields:
- Natural reserves management and biodiversity conservation;
- Rational use of natural resources including water resources;
- Wastewater treatment technologies;
- Dealing with the problems of desertification, climate change and atmosphere pollution;
- Eco-Tourism;
- Environmental public education;
- Combat and management of natural and environmental crisis;
and in other fields agreed upon between the Parties.

Article 4

The cooperation referred to in this Agreement shall take the following forms:
- Exchange of information on environmental programs in both countries and exchange of technical and scientific publications relating to the fields of this Agreement,
- Support of the scientific research programs related to activities and technologies in the field of environment protection,
- Exchange of experience in the field of environmental policy,
- Exchange of information on national legislation and practices related to environmental protection,
- Coordination of the Parties' positions whenever possible during their participation in international activities on the environmental issues through consultations between them,
- Working out joint training programs in the fields of cooperation in the framework of this Agreement,
- Exchange of visits of officials and experts to exchange information and experiences, consultations to be conducted between the Parties before giving that information to a third party,
- Participation of representatives of the Parties in conferences and meetings related to the subjects of this Agreement held in both countries,
- Exchange of research results in the fields defined in this Agreement.
The cooperation may be conducted in other forms agreed upon between the Parties in the course of the implementation of this Agreement.

Article 5

The Parties agree to implement this Agreement within the limits of available funding resources, and in order to implement the forms of cooperation referred to in articles 3 - 4 of this Agreement both Parties shall establish a joint technical committee supposed to adopt work programs for every two-year period and follow up their implementation. The Committee shall meet once a year at least. Its meetings will be hosted by each of the two countries alternatively. The hosting Party will bear the expenses of holding meetings and working sessions and local transport, while the sending Party will bear the travel and accommodation expenses for its experts.

Article 6

Provisions of this Agreement do not refer to the rights and obligations of the Russian Federation and the Syrian Arab Republic resulting from their participation in other international agreements.
