AGREEMENT
ON COOPERATION BETWEEN THE FEDERAL SERVICE
OF THE RUSSIAN FEDERATION FOR NARCOTICS TRAFFIC CONTROL AND
THE MINISTRY OF FINANCE OF THE REPUBLIC OF ESTONIA IN COMBAT
AGAINST UNLAWFUL HANDLING OF NARCOTIC AND PSYCHOTROPIC
SUBSTANCES AND THEIR PRECURSORS

The Federal Service of the Russian Federation for Narcotics Traffic Control and the Ministry of Finance of the Republic of Estonia, hereinafter referred to as "Parties",
Expressing their concern related to the growing scope in illegal handling of narcotic and psychotropic substances, hereinafter referred to as "Drugs" and their abuse,
Recognizing, that the unlawful Drug and precursor handling embody a serious threat to national health and well-being of Parties,
Considering provisions of the Single Convention on Narcotic Drugs of 1961 as well as that amended by the Protocol of 1972 on Amendments to the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971 and the United Nations Convention on combating Illicit Trafficking of Narcotic Drugs and Psychotropic Substances of 1988,
Emanating from the mutual interest to take efficient measures to confront unlawful handling of narcotic drugs and their precursors,
Pursuant to the national legislation and international obligations of their states,
Have agreed on the following provisions:

Article 1

1. The Object of this Agreement is cooperation of the Parties with the aim of organizing effective counter activities against illegal handling of narcotic drugs and their precursors.
2. The Parties shall cooperate based on this Agreement within the frames of their competency and following their national legislation as well as international obligations.
3. This Agreement does not involve extradition and offering legal assistance in criminal matters.
4. Estonian Tax and Customs Board represents the Estonian Ministry of Finance within the scope of application of this Agreement after the subscription.

Article 2

1. Cooperation of the Parties within the framework of the present Agreement shall be performed as follows:
a) Through the exchange of information concerning issues of counter activities against illegal handling of Drugs and their precursors;
b) Interaction in organizing and taking preventative measures against the illegal Drug use/handling;
c) Interaction and offering mutual assistance in applying counteractive means against unlawful Drug and their precursor handling, including application of controlled deliveries and monitoring of their legal turnover.
d) The exchange of work experience, including conduct of meetings, conferences and seminars;
e) Reciprocal exchange of national legislative and other regulative legal acts, pooling of the practical application of legal documents, aggregated statistical data and methodical recommendations concerning the issues of counter activities against unlawful Drug and precursor handling, monitoring of licit Drug handling inter alia;
f) Training and developing of the qualified personnel;
g) Providing material-technical and consultative assistance as well as interaction in the conduct of expert analyses;
h) Conduct of cooperative scientific research of mutual interest over the problems concerning fight against illicit handling of Drugs and their precursors;
i) Exchange of Drug samples and research results connected to the seized illicit Drugs, if
