CITIZENS
OF THE ARAB REPUBLIC OF EGYPT

(Cairo, 16.II.2009)

The Government of the Russian Federation and the Government of the Arab Republic of Egypt hereinafter referred to as the Parties,
Acting in the interests of the further development of the cooperation between the two States,
Pursuing to promote contacts between State authorities as well as between businessmen and representatives of cultural, scientific and educational circles of the two countries,
Wishing to achieve, on mutual basis, the facilitation of travel of nationals of the States of the Parties,
Have agreed as follows:

Article 1

Nationals of the State of one Party shall enter, stay, exit from, transit through the territory of the State of the other Party on the basis of valid documents confirming their identity and entitling to cross the border and visas.

Article 2

Nationals of the State of one Party enter, exit from, transit through the territory of the State of the other Party through border crossing points opened for international travel, providing both Parties do not agree on another arrangement.

Article 3

1. Valid documents, confirming the identity and entitling to cross the border are enumerated in the Appendix of this Agreement. The list of valid documents may be amended or supplemented, if necessary, by mutual consent of the Parties through exchange of notes.
2. The Parties within 30 days from the date of signing of this Agreement shall exchange, through diplomatic channels, specimens of the valid documents, mentioned in the Appendix to this Agreement.
3. The Parties shall inform each other about the introduction of new documents or any modification to the existing documents and shall transmit, through diplomatic channels, specimens of new or modified documents, not later than 30 days before their introduction or modification.

Article 4

Nationals of the State of one Party, who can not leave the territory of the State of the other Party due to unforeseen circumstances (illness, natural disaster, etc.) of which there is documentary or otherwise evidence shall be entitled to an extension of visas or other permissions to stay in this State free of charge, in compliance with the laws of the receiving State, for the period necessary for departure from its territory.

Article 5

1. Diplomatic missions and consular offices of the States of the Parties shall issue on mutual basis single-entry or double-entry visas with the term of validity of up to 3 months by direct written requests from the host organizations to the following categories of citizens:
a) for participants of intergovernmental programs of cultural exchanges:
- from the Russian side - by request from the Ministry of Culture of the Russian Federation;
- from the Egyptian side - by request from the Ministry of Culture, Ministry of Information, Supreme Council of Culture, Chamber of Cinema Industry;
b) for persons engaged in the field of science, culture and education participating in interagency agreements on scientific, cultural and university exchanges, as well as for teachers of the Russian Language or the Arabic Language traveling to the territory of the State of the other Party on the basis of interagency agreements or agreements between higher educational institutions and scientific-research centers;
- from the Russian side - by request from the Ministry of Education and Science of the Russian Federation, the Ministry of Culture of the Russian Federation, Federal Agency for Education, the Russian Academy of Sciences, the Russian Academy of Medical Sciences, the Russian Academy of Agricultural Sciences, the Embassy of the Russian Fed
