Article 10

None of the provisions of this Agreement shall restrict the right of the competent authorities of the State of one Party to refuse issuing a visa, entering or staying in the territory of its State to nationals of the State of the other Party.

Article 11

The provisions of this Agreement shall not affect the rights and obligations of the Parties arising from other international agreements to which the State is party.

Article 12

The present Agreement may be amended or supplemented by mutual written agreement between the Parties. Such amendments or supplements shall enter into force in accordance with the procedures provided in paragraph 1 of Article 14 of this Agreement.

Article 13

1. Each Party may suspend in whole or in part the application of this Agreement for reasons of public order, state security or protection of public health notifying the other Party immediately of its decision in writing through diplomatic channels.
2. The Party that has decided to take the measures provided in paragraph 1 of this Article shall immediately notify the other Party through diplomatic channels of abrogation of the mentioned measures and resumption of the application of this Agreement.

Article 14

1. This Agreement shall enter into force from the date of receipt through diplomatic channels of the last written notification of the completion by the Parties of their domestic procedures necessary for its entry into force.
2. In case either of the Parties intends to terminate this Agreement, it shall notify the other Party in writing of its intention through diplomatic channels. The Agreement shall be terminated after the elapse of 90 days from the date of the receipt of such notification by the other Party.

Done at Cairo on 16 of February 2009 in duplicate, each in the Russian, Arabic and English Languages, all texts being equally authentic. In case of any divergence of interpretation of the Russian and Arabic texts, the English text shall prevail.
