The Federal Republic of Germany herewith raises an objection under Article 11 of the European Agreement of 13 December 1957 on Regulations Governing the Movement of Persons between Member States of the Council of Europe - ETS No. 25 - to the documents designated by the Republic of Slovenia on deposit of its instrument of ratification of the Agreement to be listed in the Appendix thereto pursuant to Article 1 of the Agreement.
The group passport and the identity card designated by the Republic of Slovenia in the list of documents cannot be recognized for the purposes of crossing borders since they do not meet the requirements laid down in Article 5, paragraph 1.a, of the Convention Implementing the Schengen Agreement in conjunction with the Common Manual of the Schengen partners.

The Federal Republic of Germany and Ukraine are Parties to the European Agreement of December 13th, 1957, on Regulations governing the Movement of Persons between Member States of the Council of Europe. The Federal Republic of Germany has decided to suspend the application of the Agreement with regard to Ukraine with immediate effect on the basis of Article 7 of the Agreement. This step is deemed to be necessary on public grounds. Application of the Agreement with regard to Ukraine is incompatible with Council Regulation (EC) No. 539/2001 of March 15th, 2001, concerning visas, Annex I of which stipulates that Ukraine is one of those States whose nationals must be in possession of visas when crossing the external borders.

I have the honour to inform you that by a decision of 15th April 1959, pursuant to the provisions of the European Agreement on the Movement of Persons between Member States of the Council of Europe, my Government grants, as from that date, the right freely to enter and stay in Greece for a period of three months to nationals of the following countries: Austria, Belgium, France, Federal Republic of Germany, Italy and Luxembourg.
Nationals of these countries should possess the documents referred to in paragraph 1 of Article 1 of which a list is attached to this letter, in accordance with Article 11 of the above-mentioned Agreement.
