The Ukrainian Soviet Socialist Republic deems it essential to state that the provisions of article 27 of the Convention are at variance with the Declaration on the Granting of Independence to Colonial Countries and Peoples of the United Nations General Assembly (resolution 1514 (XV) of 14 December 1960), which proclaims the necessity of "bringing to a speedy and unconditional end colonialism in all its forms and manifestations".

3. The former Yugoslavia had signed and ratified the Convention on 21 February 1971 and 15 October 1973, respectively, with the following reservation:

5. On 6 and 10 June 1997, respectively, Secretary-General received communications regarding the status of Hong Kong from China and the United Kingdom of Great Britain and Northern Ireland (see note 2 under "China" and note 2 under "United Kingdom of Great Britain and Northern Ireland" in the "Historical Information" section in the front matter of this volume). Upon resuming the exercise of sovereignty over Hong Kong, China notified the Secretary-General that the Convention will also apply to the Hong Kong Special Administrative Region.
In addition, the communication made by the Government of China contained the following declaration:
1. The reservation to paragraph 2, article [31], of the said Convention made by the Government of the People's Republic of China will also apply to the Hong Kong Special Administrative Region.
2. In accordance with article 28 of the Convention, the Government of the People's Republic of China declares that the Hong Kong Special Administrative Region is a separate region for the
