The Parties have agreed to the following program of cooperation in the field of higher education, education, culture, media, health, sports and youth for the years 2010 - 2011 - 2012. This program is not an international agreement, thus it doesn't commit the Parties with certain obligations and rights on the basis of international law.
I. HIGHER EDUCATION
Article 1
The Russian Party shall allocate annually, during the period of implementing this program, a number of scholarships for Jordanian students to study and train in Russian institutes and universities at the expense of the Russian Federal Treasury. The number of scholarships, the conditions, and the systems of acceptance of such students will be determined through diplomatic channels.
Article 2
The Parties shall allocate a number of seats in the universities and institutes of both countries for students wishing to study on the basis of private contracts.
Article 3
The Parties shall contribute in conducting and developing direct partnership connections between the institutes and universities of the Russian Federation and the Hashemite kingdom of Jordan.
Within the frame of these connections the following will be executed:
- The exchange of delegations, tutors and teachers specialized in areas of common interest.
- The exchange of training and scientific material.
- The exchange of experience in the field of setting training programs in areas of common interest.
Article 4
The Parties shall encourage the study of the Russian language in Jordan, and the Arabic language in Russia, and Al al-Bayt University shall continue the teaching of the Russian language, while the Russian Party shall provide a teacher to teach this language at the university.
Moreover, the university shall receive students from Russia to study the Arabic language, and the Parties shall exchange students who are studying the Russian language and the Arabic language to provide opportunities for linguistic training with each other. The Yarmouk University and through the department of modern languages shall offer intensive program for teaching Arabic language to non-speakers, while the Russian Party shall provide a teacher to teach this language at the university.
Article 5
The Parties shall study the issue of mutual recognition of certificates, degrees and scientific titles granted by both sides in order to sign an appropriate agreement.
Article 6
The Parties shall annually exchange a delegation up to (3 - 4) persons, for a period of ten (10) days to discuss matters related to the cooperation and experience exchange in the higher education field, and to follow up on the execution process of this program. The dates and conditions of the delegate's exchange shall be determined through diplomatic channels.
II. EDUCATION
Article 7
The Parties shall exchange information about the educational system in both countries and the organizational structure of the Ministry of Education in the Hashemite Kingdom of Jordan and the Ministry of Education and Science in the Russian Federation; and they shall exchange the experiences on ways to further develop them.
Article 8
The Parties shall exchange experiences in the field of developing public examinations, as well as cooperating in establishing and developing a National Information Bank and different school curriculums in both countries, and they shall exchange all information on educational levels in both countries in order to locate the foundations for the equivalency of diplomas.
