g. Tackling climate change impacts h. Combating desertification.
3. The cooperation under this Memorandum shall be carried out in the following forms:
a. implementation of bilateral and international activities, including organization of expert meetings, seminars, exhibitions dealing with the specific fields of bilateral cooperation;
b. exchange of visits of experts, exchange of scientific and technical information and data as well as relevant results in the field of research;
c. implementation of joint scientific and technical researches and projects.
4. The Parties acting within their competence and in compliance with their specific national legislation shall assist in establishing direct relations between the legal entities of both States whose activities related to the environmental protection.
5. For the fulfillment of the provisions of the present Memorandum, the Parties will establish a Joint Steering Committee. The co-presidents of the Joint Steering Committee are the Minister of Natural Resources and Environment of the Russian Federation and the Minister of State for Environmental Affairs of the Arab Republic of Egypt. For the fulfillment of its tasks the Joint Steering Committee may establish expert groups in charge of implementation of the specific directions of the cooperation within the framework of the Memorandum. The Joint Steering Committee may create further ad-hoc expert groups for the fulfillment of the agreed joint projects.
Tasks of coordination of the cooperation within the framework of the Memorandum shall be performed from:
- the Russian side - by the Department of International Cooperation of the Ministry of Natural Resources and Environment of the Russian Federation;
- the Egyptian side - by the Central Department for Cooperation, International Relations and Technical Support of the Egyptian Environmental Affairs Agency of the Ministry of State for Environmental Affairs of the Arab Republic of Egypt.
After the entry into force of this Memorandum, the Parties shall notify each other of the names of their national coordinators of cooperation appointed by the co-presidents of the corresponding Parties.
6. The meetings of the Joint Steering Committee shall be organized annually and alternately as the Parties agreed in Russia or in Egypt. The Joint Steering Committee shall discuss at its annual sessions issues of implementation of the cooperation and the plans for the future period. The Parties can also discuss the environmental issues of mutual interest for both Parties not directly related to the program of the cooperation within the framework of the present Memorandum.
7. All traveling costs and daily allowances in the state of one of the Parties of experts and delegations participating in the cooperation within the framework of this Memorandum shall be covered by the sending Party.
8. Any differences that may arise from the implementation of this Memorandum shall be solved by consultations between the Parties.
9. The Memorandum shall be applied from the date of its signing by the Parties and will continue to remain in force until one of the Parties notifies its intention to terminate it in written form.
The present Memorandum is not an international treaty and does not create any rights and obligations regulated by the international law.
The Memorandum may be supplemented or amended upon the mutual consent of the Parties.
Signed in Cairo on the 23rd of June 2009 in two original copies in the Russian, Arabic and English languages. In case of any divergence in texts of the Memorandum, the English text shall be applied.
