taking into account the aims, principles and provisions of the Agreement between the Government of the Russian Federation and the Government of the Republic of India on Scientific and Technological Cooperation of June 30, 1994 and the Joint Document on Development of Trade, Economic, Industrial, Financial, Scientific and Technological Cooperation of December 21, 1998, have agreed on the following for consolidating scientific cooperation between them.

Article 1

The Academies will, within the framework of their responsibilities and in accordance with their priorities and financial allocations, support cooperation between scientists and scientific institutions of both the countries in all recognized branches of fundamental research in science and technology with special emphasis on specifically chosen areas without precluding direct forms of scientific cooperation and individual research activities.

Article 2

The Academies will promote scientific cooperation through the following means:
1. The exchange of scientific information and publications and other scientific materials;
2. The exchange of scientists for research visits and for facilitating the exchange of scientific knowledge;
3. The support of bilateral workshops and symposia in some frontier areas covered in the programme of cooperation.

Article 3

Both Academies will encourage direct contacts and collaboration between research teams in the two countries. Visits intended to negotiate joint projects shall be funded by the Academies under the provisions of this Agreement.
Direct inter-institutional agreements may extend the scope of cooperation between the scientists of the two countries. Such agreements will be negotiated and signed by the representatives of the institutions and laboratories concerned. The funding of the inter-institutional agreements shall be the responsibility of the institutions involved.

Article 4

The mutually agreed areas of scientific cooperation, as well as the Indian and the Russian institutions involved in the cooperation are listed in Annex 1 to the Agreement.
The Academies will appoint coordinators on each side in each area to coordinate the scientific activity and to bring together scientists from cooperating institutions for scientific collaboration in the form of joint projects.

Article 5

Mediation of contacts by the Academies will be open to scientists from all Indian research institutions, including those of higher education, and research institutions of Russian Academy of Sciences.

Article 6

Under this bilateral Agreement the Academies will implement the exchange of scientists through visits: of up to six weeks duration with a view to visit laboratories in the host country, to carry out joint research, to explore new areas for joint research projects, to review the ongoing programme, to establish contacts and to attend seminars/symposia.
Joint workshops/Symposia will be held alternatively in India and Russia in the areas chosen for cooperation or any other area in which scientists from both the countries have significant interest to promote future cooperation. The organisation of a joint workshop/symposium should have the approval of both the INSA and the RAS. The Academies will appoint a coorganiser on each side to prepare the details of the workshop.

Article 7

The Academies will mutually provide up to 30 man months annually for visits and joint workshops/symposia mentioned in Article 6.

Article 8

It is expected that the candidates selected by each Academy will have established prior contacts with scientists in the host institutions and have agreed up
