The Kingdom of the Netherlands and Turkey are Parties to the European Agreement of 13 December 1957 on Regulations governing the Movement of Persons between Member States of the Council of Europe.
In accordance with the provisions of Article 7, paragraph 1 of the European Agreement, the Netherlands Government is obliged to suspend with regard to Turkey the provisions of Article 1, paragraphs 1 and 2 of the Agreement.
Consequently, the Netherlands Government has decided to introduce a general obligation for Turkish nationals to obtain a visa as from 1 November 1980.
The 1953 Neerlando-Turkish agreement on visas has been suspended. The number of Turkish nationals crossing the frontiers of the Netherlands and of the other Benelux countries with the intention of circumventing residence and domicile regulations by abusing the right to asylum has increased sharply in recent years. Closer supervision of entry into the territory of the Benelux countries is therefore essential.

With reference to my letter of 31 October, in which I informed you that the Netherlands had raised objections to the second travel document listed by Turkey, I wish to inform you that the Netherlands no longer maintains its objection to this travel certificate (for only one trip to return to Turkey).
The Netherlands Government still holds the view nevertheless that the travel certificate (for only one trip to return to Turkey) cannot be regarded as a travel document within the meaning of Article 11 of the European Agreement on Regulations governing the Movement of Persons, but the Netherlands has no objection to the use of such a document to achieve the desired aim, that is as a kind of "laissez-passer".

The Ministry for Foreign Affairs of the Netherlands introduces the following new travel documents which will be delivered as of 1 October 2001:
- national passport
- Dutch identity card
- business passport
- diplomatic passport
- official passport
- laissez-passer
- provisional passport
- refugee's passport
- alien's passport.
The present Dutch travel documents will not be delivered anymore as of 1 October 2001, but will remain valid until their expiration date.
The Ministry for Foreign Affairs communicates, in the name of the Ministry of the Interior and Kingdom Relations, that the Dutch law on passports will be modified with effect from 1 October 2001 as follows: the European identity Dutch card (EIK) will be changed to a Dutch identity card. The functions of this identity card remain unchanged.
Note by the Secretariat: The modification has been added to the Appendix to this Agreement with the exception of the refugee's passport and the alien's passport, those two documents having been the subject of an objection from one of the Contracting Parties.
