nclusion, in the scope of application of this treaty, of the following Slovene travel documents:
- valid ordinary passport,
- valid diplomatic passport,
- valid service passport,
- valid group passport.
On the other hand, the Dutch authorities can not accept that the valid identity card and the valid emergency passport be covered by this Agreement. Nevertheless, the latter document could be accepted in order to leave the territory of the Benelux countries with a view to returning in Slovenia.
Accordingly, the Netherlands object to the list mentioned in the Slovene declaration insofar as it concerns the valid identity card and valid emergency passport (*).

The Dutch authorities withdraw their objection to the inclusion, in the scope of application of the Agreement, of the valid Slovene emergency passport under the condition that its use is limited to returning in Slovenia.

The Kingdom of the Netherlands and Ukraine are Contracting Parties to the European Agreement on Regulations governing the Movement of Persons between Member States of the Council of Europe of December 13th, 1957. The Kingdom of the Netherlands has however decided, if Ukraine ratifies this Agreement to suspend temporarily the entry into force of the Agreement with regard to Ukraine, with immediate effect, on the basis of Article 7 of the Agreement.
This step is deemed to be necessary on public policy grounds. Application of the Agreement with regard to Ukraine is incompatible with Council Regulation (EC) No. 539/2001 of March 15th, 2001 concerning visas, the Annex I of which stipulates that Ukraine is one of those States whose nationals must be in possession of visas when crossing the external borders of the European Union.

Portugal:

In accordance with the provisions of Article 7 of the European Agreement on Regulations governing the Movement of Persons between Member States of the Council of Europe, the Portuguese Government has decided to suspend the application of the Agreement in respect of Turkey on grounds relating to "ordre public" with effect from 24 June 1991.
