Portugal and Ukraine are Parties to the European Agreement of 13 December 1957 on Regulations governing the Movement of Persons between Member States of the Council of Europe. The Portuguese Republic has decided, on the basis of Article 7 of this Agreement, to suspend, with immediate effect, the application of the Agreement with regard to Ukraine.
This step is deemed necessary on grounds relating to ordre public. Application of this Agreement with regard to Ukraine is incompatible with Council Regulation EC No. 539/2001, the Annex I of which stipulates that Ukraine is one of those States whose nationals must be in possession of visas when crossing the external borders of the Member States of the EU.

The Republic of Slovenia communicates the list of Slovene travelling documents as follows:
- valid ordinary passport;
- valid diplomatic passport;
- valid service passport;
- valid emergency passport;
- valid identity card;
- valid group passport.

Declaration contained in a Note verbale from the Permanent Representation of Slovenia, dated 10 December 2001, handed to the Secretary General of the Council of Europe at the time of deposit of the instrument of ratification, on 11 December 2001 - Or. Engl.
In compliance with Article 7, paragraphs 1 and 2, of the Agreement, the Republic of Slovenia shall delay the entry into force of this Agreement in respect of the Republic of Turkey considering the existing reciprocal visa regime, except for the holders of diplomatic, official or special passports in accordance with the Agreement of 29 November 1999 between the Republic of Slovenia and Turkey.
Referring to the above, in compliance with Article 7 of the Agreement, the Republic of Slovenia shall not until further notice apply the provisions of Article 1, paragraphs 1 and 2, of the Agreement in respect of Turkey.
