ce, through diplomatic channels, of any changes to their respective diplomatic and official or service passports. As far as possible, the relevant notifications shall be sent at least thirty (30) days before the entry into force of the above-mentioned changes.
5. Each Party shall reserve the right to restrict the entry or suspend the stay in the territory of its State of National whom it considers persona non grata, and shall inform the other Party accordingly, without delay, through diplomatic channels.
6. Each Party may, for reasons of state security, public order or public health, temporarily suspend the effect of this Agreement in whole or in part, and shall notify the other Party accordingly in writing, without undue delay, through diplomatic channels.
The Party notifying the other Party of the implementation of temporary measures provided for in this paragraph shall follow the same procedure to notify the other Party of the resumption of this Agreement.
7. The provisions of this Agreement may be amended by mutual decision.
8. Any difference or disputes arising from the interpretation and/or implementation of this Agreement shall be settled by consultation or negotiation through diplomatic channels.
9. Each Party may terminate this Agreement by a written notification sent through diplomatic channels. In such a case this Agreement shall remain in force during six (6) months from the date of the relevant note of the Party concerned.
If the proposal set forth herein is acceptable to the Government of Brunei Darussalam, the Government of the Russian Federation proposes that this note and the affirmative Note in reply of the Embassy of Brunei Darussalam in Moscow shall constitute the Agreement between the Government of Russian Federation and the Government of Brunei Darussalam on visa exemption for short-term visits of the holders of diplomatic, official and service passports, which shall be of indefinite duration and shall enter into force thirty (30) days from the date of the affirmative Note in reply."
The Embassy of Brunei Darussalam is pleased to convey that the foregoing proposals are acceptable to the Government of Brunei Darussalam and that the Ministry of Foreign Affairs of the Russian Federation's Note and this Note shall constitute the Agreement between the two Governments, which shall enter into force on 11 November 2009.
The Embassy of Brunei Darussalam to the Russian Federation avails itself of the opportunity to renew to the Ministry of Foreign Affairs of the Russian Federation the assurances of its highest consideration.
