5. The Interests Section shall continue to carry out its own financial transactions, to keep its own accounting, to have a bank account, opened in its own name, and to enjoy the right to conclude in its own name agreements with third parties (utility services, etc.). The Swiss Confederation will not bear any obligations or responsibilities in relation with such transactions, accounts or agreements.
6. In dealing with protection matters, the Swiss Confederation may decide to avoid taking any action that could damage its position or reputation or that would go against fundamental principles of its foreign policy.
7. Signs on the exterior of the buildings occupied by the Interests Section shall indicate: "Embassy of Switzerland in the Russian Federation, Georgia Interests Section". Neither national flag nor Coat of Arms of Georgia shall be displayed on the outside of the mentioned buildings or other properties.
8. Georgia remains responsible for the care and maintenance of the premises occupied by the Interests Section. The Swiss Confederation will not bear any obligations in this respect, as well as in respect of all other premises belonging to or used by Georgia on the territory of the Russian Federation.
9. In accordance with the established international practice and the Vienna Convention on Diplomatic Relations (18 April 1961), the Interests Section shall continue to carry out free communication with the Government of Georgia as well as with other missions of Georgia abroad. The packages constituting the diplomatic bag will bear the seal and external mark of "Embassy of Switzerland in the Russian Federation, Georgia Interests Section". If the diplomatic bag is carried into the territory of the Russian Federation by diplomatic courier, the courier must be a member of the Interests Section. The Swiss Confederation shall bear no responsibility nor be held liable in any way for the content of such transmissions. This responsibility and liability will remain with Georgia.
10. In accordance with the Vienna Convention on Diplomatic Relations (18 April 1961), the members of the Interests Section shall include the members of the diplomatic staff and of the administrative/technical staff sent by Georgia as well as members of the administrative/ technical staff and of the service staff employed locally, including, inter alia, residents of the Russian Federation. Accreditation of the members of the Interests Section will be dealt with by the Ministry of Foreign Affairs of the Russian Federation upon request by the Embassy of Switzerland.
11. Georgia remains responsible for the fulfilment of all contractual and other legal obligations of the Interests Section as well as all legal obligations vis-a-vis the members of the Interests Section.
12. The members of the Interests Section of Georgian nationality, as well as their family members, shall be entitled to the privileges and immunities granted by the Vienna Convention on Diplomatic Relations (18 April 1961).
13. The names of the members of the diplomatic staff of the Interests Section shall appear on the Diplomatic List, apart from and after those of the members of the diplomatic staff of the Embassy of the Swiss Confederation.
14. The Head of the Interests Section shall rank in terms of the Protocol in diplomatic precedence after Charges d'affaires.
15. The Head of the Interests Section, as well as the members of the diplomatic staff and of the administrative/technical staff of the Interests Section sent by Georgia and the members of their families shall be entitled to hold, respectively, diplomatic or service passports of citizens of Georgia.
16. The Interests Section shall be entitled to a reasonable number of vehicles and other means of transport in relation to its needs and its staff. The vehicles and other means of transport shall be licensed in the s
